This whitepaper explores the escalating water scarcity challenges facing the Middle East and Africa due to climate change, population growth, and resource mismanagement. Despite hosting 20% of the world’s population, the region holds only 10% of its renewable freshwater. The report assesses responses across 66 countries using a structured framework of six action areas, and introduces the Water Scarcity Intervention Index to benchmark national capacities. Through country case studies, innovative solutions, and policy recommendations, it underscores the urgency of adopting technology, regional cooperation, and community engagement to ensure water security and sustainable growth across the region. The findings serve as a call to action for policymakers and stakeholders to invest in future-ready, inclusive, and climate-resilient water strategies.
